Can i give people 5 minutes to think about the answer and then another 5 minutes to answer each of the hiring questions

That way they have maximum 10 minutes for each question.

In general it could be interesting to give X (configurable) minutes for Prep and Y(configurable) minutes for answering.

I wonder if this is overkill although I do see the benefit in some cases.
