As it stands at the moment, candidates who started their submission yet didn't finish, remain "locked" in the "In-progress" stage.

This is fine to a certain degree. Once an opening is reaching its conclusion, you would want to clear house and send final notifications to everyone, including these candidates.

Please consider being able to move those candidates to any other custom stage.
