It would be a good option if people were just allowed to delete their video and if the name, notes and the contact data remain in the system for 90 days. 
Companies in Europe are allowed to keep the basic applicant data for 3 months, for example in case there is a lawsuit. 
Maybe it possible to create a setting for each job, so companies can decide, if they want to allow candidates to do it:
X Allow candidates to delete their video
